CSRS Retirement Repayment Technical Correction Act of 2009 - Exempts repayments of Civil Service Retirement System (CSRS) refunds made between October 1, 1990, and February 28, 1991, from the requirement that they include interest in order to receive retirement credit for the service covered.

Makes such exemption effective as if included in the enactment of the Omnibus Budget and Reconciliation Act of 1990.
