Extends gratitude to U.S. military and civilian personnel responsible for directing the implementation of the "surge strategy" and bringing security and stability to Iraq. Expresses a commitment to working with President Obama and the Administration to build on the military success in Iraq since the surge.

Recognizes: (1) the importance of success in Iraq; and (2) that the President and the Administration have a responsibility to build a lasting strategic partnership between the United States and Iraq.
