Promoting Innovations to 21st Century Careers Act - Authorizes the Director of the National Academic and Career Innovation Center to award certain planning, implementation, transitional, and supplemental grants to eligible state partnerships to carry out activities that will create and enhance the educational and career pathways for high school students to postsecondary schools (including registered apprenticeship programs) and to 21st century careers, particularly in high skill, high demand industries.

Establishes the National Academic and Career Innovation Center.

Authorizes the Director to evaluate and conduct research to determine the effectiveness of the career pathway initiatives under this Act.
