Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order to consider any bill, joint resolution, or conference report, containing appropriations within the jurisdiction of the Subcommittee on Military Quality of Life and Veterans Affairs, and Related Agencies of the Committee on Appropriations if such measure also contains appropriations within the jurisdiction of any other subcommittee of that Committee. (Thus requires that general appropriations for military construction and veterans' affairs be considered as stand-alone measures.)

Exempts from such requirement any measure making supplemental appropriations or continuing appropriations for up to 60 days.
