American Citizens Equal Representation Rule - Amends the Rules of the House of Representatives to add Rule XXVIII that requires for each Congress the ratio of majority party to minority party members of each committee, their respective staff, as well as funds, to be the same as the ratio of majority party membership to minority party membership of the House at the beginning of that Congress.

Exempts the Committee on Standards of Official Conduct from this Rule.
