Transparent Actions over Covert Tactics in Iran Act of 2008 or TACT in Iran Act - Prohibits any appropriated funds from being obligated or expended by the Central Intelligence Agency (CIA) or Department of Defense (DOD) to provide covert or clandestine support for the purpose of overthrowing the government of Iran.

Provides an exception in the case of a congressional declaration of war against Iran.
