Early Access to Vocational Rehabilitation and Employment Benefits Act - Entitles to veterans vocational rehabilitation benefits any member of the Armed Forces hospitalized or receiving outpatient medical care, services, or treatment who is: (1) determined to have a permanent total disability incurred or aggravated in the line of duty; and (2) likely to be discharged or released from active service for such disability.
