Amends the District of Columbia Home Rule Act to revise the District of Columbia's charter (to conform to revisions made by the Council of the District of Columbia relating to public education).

Repeals the grant of authority to the Mayor and the District Council to establish the annual budget for the District's Board of Education, which also prohibits the Mayor and Council from specifying the amounts of and purposes for which funds may be expended.

Repeals: (1) the authority of the Board to govern D.C. public schools; and (2) provisions for election of the Board.
