Vests responsibility for the facilities management and operations of the Capitol Visitor Center in the Architect of the Capitol (AOC), subject to congressional oversight by the Senate Committee on Rules and Administration and as determined separately by the House of Representatives.

Authorizes the AOC to appoint an Executive Director of the Center and to determine such individual's pay, not to exceed $1,500 less than the AOC's annual salary.

Provides that nothing in this Act shall be construed to remove the jurisdiction of the Capitol Preservation Commission.
