All points of order against the conference report and against its consideration are waived. The rule provides that the conference report shall be considered as read. The rule provides that the Clerk shall not transmit to the Senate a message that it has adopted the conference report to accompany H.R. 3 until the House has received a message that the Senate has agreed to House Concurrent Resolution 226 as adopted by the House.
