To expand the oversight and accounting authority of the Office of the Special Inspector General for Iraq Reconstruction over funds appropriated for the Iraq Security Forces Fund and to restore a termination date for the Office based on the percentage of expenditures from the Iraq Relief and Reconstruction Fund and the Iraq Security Forces Fund.

Provides that, for purposes of carrying out the duties of the Special Inspector General for Iraq Reconstruction (Inspector General), any funds appropriated or otherwise made available for FY2007 for the Iraq Security Forces Fund shall be treated as amounts appropriated or otherwise made available for the Iraq Relief and Reconstruction Fund.

Amends the Emergency Supplemental Appropriations Act for Defense and for the Reconstruction of Iraq and Afghanistan, 2004 to terminate the Office of the Inspector General ten months after the date on which 80 percent of the amounts appropriated or otherwise made available to both the Iraq Relief and Reconstruction Fund and the Iraq Security Forces Fund have been expended.
