Amends the Congressional Award Act to extend through calendar 2009 the requirement that the Comptroller General determine, and report to Congress on, whether the Director of the Congressional Award Board is complying with requirements for financial operations of the Congressional Award Program.

Extends the authorization of the Board from October 1, 2004, to October 1, 2009.

Provides for, during the period of October 1, 2004, through this Act's enactment date, all actions and functions of the Board under the Congressional Award Act to have same effect as though no lapse or termination of the Board ever occurred.
