 Plain-English summary Congressional Research Service

Establishes in the legislative branch the Independent Commission on the Investigation of Detainee Abuses to conduct a full, complete, independent, and impartial investigation of the abuses of detainees in connection with Operation Iraqi Freedom, Operation Enduring Freedom, or any operation within the Global War on Terrorism, including, but not limited to: (1) the extent of the abuses; (2) why the abuses occurred; and (3) who is responsible. Directs the Commission, in connection with the investigation, to assess, analyze, and evaluate relevant persons, policies, procedures, reports, and events.

Authorizes the Commission to report interim findings, conclusions, and recommendations to Congress and the President. Requires a final report containing recommendations for corrective measures.

Terminates the Commission 60 days after its final report.
