Honor Our Fallen Prisoners of War Act - Requires the Secretary concerned to award the Purple Heart to members of the Armed Forces who die in captivity under circumstances not otherwise establishing eligibility for the Purple Heart.

Makes this Act effective as to members of the Armed Forces who die on or after December 7, 1941, including those who die prior to enactment.
