Welcomes the opportunity for the Republic of Albania to take the next steps in European and Euro-Atlantic integration by holding July 2005 parliamentary elections that meet the Organization for Security and Cooperation in Europe (OSCE) election standards.
Supports commitments by Albanian political parties to adhere to campaign and election laws.
Supports U.S. assistance to help the people of Albania establish a democratic system and a free market economy.
Encourages the President to communicate to the government of Albania, to all Albanian political parties and candidates, and to the people of Albania the importance attached by the U.S. government to this parliamentary election in determining the future U.S.-Albanian relationship.
