Amends rule X (Organization of Committees) of the Rules of the House of Representatives to establish the House Committees on Homeland Security and on Intelligence.
Grants jurisdiction to the House Committee on Homeland Security over matters regarding the Department of Homeland Security and homeland security, generally.
Grants exclusive jurisdiction to the House Committee on Intelligence over: (1) the Central Intelligence Agency (CIA), the Director of Central Intelligence, and the National Foreign Intelligence Program (NFIP); (2) intelligence and intelligence-related activities of all other Federal departments and agencies, including the tactical intelligence and intelligence-related activities of the Department of Defense (DOD); (3) the organization or reorganization of a Federal department or agency to the extent relating to a function or activity involving intelligence or intelligence-related activities; and (4) authorizations for appropriations, both direct and indirect, as well as appropriations, for the CIA and such other staff, programs, and activities.
Specifies the composition of the Committee on Intelligence.
