Taguba and relating to allegations of torture or allegations of violations of the Geneva Convention at Abu Ghraib prison in Iraq; or (2) relating to the abuse or alleged abuse of prisoners of war or detainees by civilian contractors employed in Iraq on behalf of the DOD.
