Disabled Veterans' Return-to-Work Act of 2003 - Establishes a new period of five years from the date of enactment of this Act for a program of vocational training by the Department of Veterans Affairs for low-income, pension-receiving veterans under the age of 45. (The previous period ran from February 1, 1985, through December 31, 1995.) Directs the Secretary of Veterans Affairs to provide appropriate program outreach.
