Selective Service Registration Termination Act - Amends the Military Selective Service Act to terminate the selective service registration requirement except in the event of a declaration of war by Congress.

Prohibits sanctions against persons previously subject to registration who failed to so register prior to enactment of this Act.

Suspends appointments to and meetings of civilian local boards, civilian appeal boards, or other similar local agencies of the Selective Service System during any period in which registration requirements are terminated.
