Amends the District of Columbia Code to make the Mayor of the District of Columbia (currently, the President of the United States) the Commander-in-Chief of the militia of the District.

Makes conforming amendments to comply with this Act to: (1) Title 10 (Armed Forces); (2) Title 32 (National Guard); (3) the National Defense Authorization Act for Fiscal Year 1993; and (4) the District of Columbia Home Rule Act.
