Expanding Education for Military Families Act of 2003 - Removes the requirement that, in order to be eligible to transfer educational entitlement earned under the Montgomery GI Bill's educational assistance program to one or more military dependents, a member must have, or be participating in, a critical military skill or specialty.

Requires an individual to make an election not to enroll in such program during the 180-day period beginning on the date the individual enters into active-duty or reserve service.
