Official title: To amend title 38, United States Code, to extend to all members of the Armed Forces eligible for educational assistance under the Montgomery GI Bill the authority to transfer entitlement to such educational assistance to dependents, and to provide a six month period for enrollment under the Montgomery GI Bill.

Expanding Education for Military Families Act of 2003 - Removes the requirement that, in order to be eligible to transfer educational entitlement earned under the Montgomery GI Bill's educational assistance program to one or more military dependents, a member must have, or be participating in, a critical military skill or specialty.

Requires an individual to make an election not to enroll in such program during the 180-day period beginning on the date the individual enters into active-duty or reserve service.
