Adult Job Corps Demonstration Program Act of 2003 - Directs the Secretary of Labor to establish an Adult Job Corps demonstration program for the U.S.-Mexico border area for adults adversely affected by the implementation of the North American Free Trade Agreement (NAFTA).

Requires such program to be: (1) within the Department of Labor under the Workforce Investment Act of 1998; and (2) in the United States, within 100 miles of the Mexican border, with two centers in Texas and one center each in Arizona, California, and New Mexico.
