Government Labor Neutrality Act of 2003 - Amends the National Labor Relations Act to prohibit Federal, State, and local governments from either requiring or prohibiting an agreement with a labor organization by an employer in the construction industry in connection with any construction, alteration, painting, or repair work.

Applies such prohibition to Federal agencies or departments, agents acting on the Federal Government's behalf, recipients of Federal grants or financial assistance, persons who have entered into cooperative agreements with the Federal Government, and State or local governments.
