Threat Reduction Implementation Act of 2003 - Amends specified Federal laws to make permanent the President's authority to waive certain prohibitions on the use of Cooperative Threat Reduction funds: (1) to assist the independent states of the former Soviet Union in the demilitarization of the former Soviet Union; and (2) for a chemical weapons destruction facility in Russia.
