Latin America Military Training Review Act of 2003 - Directs the Secretary of the Army to close the Western Hemisphere Institute for Security Cooperation (Institute). Repeals statutory authority for the Institute. Prohibits any training or education facility from being established in the Department of Defense (DOD) for Latin American military personnel for ten months.
Establishes a joint congressional task force to assess appropriate education and training for DOD to provide to military personnel of Latin American nations.
