Expressing the sense of Congress with respect to the President's $87 billion supplemental appropriation request for the occupation and reconstruction of Iraq.
Expresses the sense of Congress that the enactment of the President's $87 billion supplemental appropriations request for the occupation and reconstruction of Iraq should be done by means of a bifurcated vote of Congress subject to specified conditions, including that: (1) Congress conduct separate votes on funding for the support of U.S. military functions and funding for the reconstruction of Iraq; (2) the United Nations Security Council approve a resolution addressing allied burden-sharing; (3) public hearings are held on evidence concerning the existence in Iraq of weapons of mass destruction; (4) reports are prepared concerning the intelligence relied upon prior to taking action in Iraq; and (5) an exit plan is prepared for the return home of members of the U.S. armed forces and the oversight necessary to maintain a stable government in Iraq.
Referred to the Committee on International Relations, and in addition to the Committees on Armed Services, and Intelligence (Permanent Select), for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
