To amend title 10, United States Code, to provide that persons retiring from the Armed Forces shall be entitled to all benefits which were promised them when they entered the Armed Forces.

Directs the Secretary of the military department concerned to ensure that any person becoming a member of the armed forces is provided a written statement of retirement benefits, excluding any reservation of the right to change any such benefit.
