Veterans' Major Medical Facilities Construction Act of 2002 - Authorizes the Secretary of Veterans Affairs to carry out specified major medical facility projects in California, Ohio, Alaska, Connecticut, and Florida, in specified amounts.

Increases from $4 million to $6 million the major medical facility project threshold.

Directs the Secretary, in selecting facilities for projects other than major medical facility projects, to select projects to improve, replace, renovate, or update facilities to achieve one or more specified purposes, including: (1) seismic protection related to patient safety; (2) fire safety; (3) utility systems and ancillary patient care facilities; (4) disability accommodation; and (5) improvements at patient care facilities to specialized programs of the Department of Veterans Affairs.
