Military Tribunal Regulations Review Act - Requires the President, before a military tribunal rule takes effect, to submit to Congress a report containing: (1) a copy of the rule; (2) a concise statement relating to the rule; and (3) its proposed effective date. Sets forth congressional procedures for rule disapproval by joint resolution.

Directs the President to submit to Congress periodic reports on the activities of each military tribunal.
