Armed Services Appreciation Pay Raise Act - Increases by 3.5 percent, as of the first day of the first month after the enactment of this Act, the rates of basic pay for military personnel.

Requires the Secretaries of Defense and Transportation (for the Coast Guard when not operating as a service of the Navy) to adjust current pay tables to reflect such increase.
