Living American Hero Appreciation Act - Increases from $600 to $1,000 the monthly special pension for Medal of Honor (Medal) recipients, makes such award effective from the first day of the month that begins after the date of the act for which the Medal was awarded, and makes such amount subject to an annual cost-of-living adjustment. Directs the Secretary of Veterans Affairs to make a lump-sum payment to existing Medal recipients for any retroactive amounts due as a result of such increase.

Provides criminal penalties for the unauthorized purchase or possession of a Medal or for false representation as a Medal recipient.
