National Underground Railroad Freedom Center Act - Authorizes and directs the Secretary of the Interior to provide financial assistance to the National Underground Railroad Freedom Center, founded in 1995, to pay the Federal share (20 percent) of the costs of authorized Center activities. Authorizes the Secretary to assist in the construction of the Center facility and the development of programs and exhibits related to the history of the Underground Railroad on property owned by the city of Cincinnati and the State of Ohio.

Authorizes appropriations.

Requires annual reports from the Center to Congress.
