Neotropical Migratory Bird Conservation Act - Requires the Secretary of the Interior to establish a program to provide financial assistance for projects to promote the conservation of neotropical migratory birds.

Authorizes project proposals to be submitted by: (1) individuals or other private entities; (2) Federal, State, local, or foreign government entities; (3) other entities subject to U.S. or foreign jurisdiction; and (4) international organizations.

Limits the Federal share of project costs to 25 percent and prohibits the non-Federal share from being derived from any Federal grant program.

Authorizes the Secretary to: (1) give preference in selecting projects for financial assistance to proposals that address conservation needs not adequately addressed by existing efforts and that are supported by wildlife management authorities; (2) support and coordinate existing efforts and activities and projects under this Act to conserve neotropical migratory bird species; and (3) convene an advisory group of individuals representing organizations involved in neotropical migratory bird conservation to assist in carrying out this Act.

Establishes in the Multinational Species Conservation Fund of the Treasury a Neotropical Migratory Bird Conservation Account. Authorizes appropriations to the Account for FY 2001 through 2005 to carry out this Act.
