Authorizes the Federal Energy Regulatory Commission to extend for three consecutive two-year periods the mandatory construction commencement deadline for the Arrowrock Dam Hydroelectric Project in the State of Idaho.

Sets the effective date for such extension as of the expiration of a previous extension date issued before the date of enactment of this Act.

Instructs the Commission to reinstate the expired license if the period required for commencement of construction has expired before the date of enactment of this Act.
