Plain-English summary
Amends the Legislative Branch Appropriations Act, 1991 with respect to the Library of Congress day care center. Expands coverage of the center from children of Library of Congress and other legislative branch employees to all children of whom at least 50 percent have one parent or guardian who is a Federal employee. Sets the following priorities for enrollment: (1) children or grandchildren of Library employees and dependent children who live with them; (2) children of other legislative branch employees and dependent children who live with them; (3) children of employees of other Federal departments and agencies and dependent children who live with them; (4) children of other individuals.
