Veterans Expedited Military Medals Act - Directs the Secretary of Defense to establish and carry out a plan to make available to specified defense organizations the funds and other resources necessary to ensure the elimination of the backlog in satisfying requests of former military personnel for the issuance or replacement of military decorations.

Requires a report from the Secretary to Congress on the plan and backlog status.
