Amends rule XXXII (admission to the floor) of the Rules of the House of Representatives to exclude ex-Members of the House from admission to the Hall of the House and rooms leading thereto if they have a direct personal or pecuniary interest in any measure or matter under consideration in any committee or subcommittee, unless that measure or matter contains any provision that affects such individuals solely because they belong to the class of ex-Members.
