Amends the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 to prohibit relocation assistance under such Act to a displaced person who is an alien not lawfully present in the United States, with an exception provided in the case of a dislocation causing exceptional and extreme hardship to such alien's U.S. citizen or immigrant spouse, child, or parent.

Directs the lead agency: (1) after providing notice and an opportunity for public comment, to issue implementing regulations within six months of enactment of this Act; and (2) to provide related training to other agencies.
