Forage Improvement Act of 1997 - Title I: Management of Grazing on Federal Lands - Sets forth requirements for grazing on Federal lands concerning: (1) monitoring and inspection; (2) subleasing; and (3) fees and charges.

Directs the Secretaries of Agriculture and the Interior to jointly establish and operate a Resource Advisory Council on a State, regional, or local level to provide related land use and management assistance.

Title II: Miscellaneous - Sets forth effective date and implementing regulation provisions.
