Changes the initial month for which cost-of-living increases in military retired pay become payable to March of the following year for those increases which became effective on December 1 of 1993, 1994, or 1995.

Expresses the sense of the Congress that any future changes concerning the determination of cost-of-living adjustments should be identical for Federal civilian and military retirees.
