Amends the North American Free Trade Agreement Implementation Act to repeal provisions which terminate certain authority for self-employment assistance programs after a specified period (thus making such authority permanent).

Amends the Internal Revenue Code to allow States to use unemployment insurance funds for short-term compensation programs under certain conditions.
