Military Recruiter Campus Access Act - Prohibits Federal funds from being made available by grant or contract to any educational institution that has a policy of denying, or that effectively prevents, the Secretary of Defense from obtaining for military recruitment purposes: (1) entry or access to any campus or its students equal to that of other employers; or (2) access to directory information pertaining to such students. Provides certain public notice requirements for educational institutions which release student directory information. Directs the Secretary to prescribe regulations containing procedures for determining if and when an institution has denied access to students or to student information.
