Extends, through February 28, 1995, to the dispute referred to in Executive Order No. 12925 of August 29, 1994, between the Soo Line Railroad Company and its employees, the application of a provision of the Railway Labor Act which prohibits parties to a dispute from modifying, except by agreement, the conditions out of which the dispute arose.
