Plain-English summary
Amends the Emergency Unemployment Compensation Act of 1991 to extend the authorization for new claims for benefits under the emergency unemployment compensation program to August 5, 1994. Modifies the final phase-out period for continuation of claims to end it on September 30, 1994.
Provides for a similar extension of the program of temporary extended railroad unemployment insurance benefits (and modification of the phase-out period).
Amends the Agricultural Trade Act of 1978 to repeal the export enhancement program of the Department of Agriculture (in order to fund the extensions of unemployment compensation under this Act).
