Reduces by a specified amount total FY 1995 appropriations to all Federal departments, agencies, and instrumentalities for entering into service contracts with private entities.

Increases by the same amount the total FY 1995 appropriations for Federal employee pay schedule adjustments and locality-based comparability payments.

Directs the Director of the Office of Management and Budget to allocate such reductions and increases among the appropriate accounts. Requires Federal agency certification of compliance with this Act.
