To provide that cost-of-living adjustments to payments made under the Federal law shall be determined using a new price index which does not take into account tobacco products.

Provides that any payment made under Federal law which is subject to any cost of living adjustment made using a price index that takes into account prices of tobacco products shall be subject instead to a cost of living adjustment made using a new price index that does not take such prices into account.
