Reserve Account for Administrative Savings Act of 1993 - Amends Federal law to require that appropriated salaries and expenses be apportioned. Requires the establishment of reserve accounts equal to five percent of the actual amount incurred for those salaries and expenses in the immediately preceding fiscal year.

Provides procedures for such funds to be permanently rescinded, released and spent, or used to offset supplemental appropriations.
