Cold War Funds for Youth Summer Jobs Act of 1993 - Makes supplemental appropriations for FY 1993 to training and employment services of the Employment and Training Administration, Department of Labor, for the summer jobs program under summer youth training and employment provisions of the Job Training Partnership Act.

Designates such resultant new budget authority and outlays as defense spending, for purposes of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).
