To amend the Defense Base Closure and Realignment Act of 1990 to require the Secretary of Defense and the Defense Base Closure and Realignment Commission to consider military installations outside the United States for closure and realignment in addition to military installations inside the United States.

Amends the Defense Base Closure and Realignment Act of 1990 to direct the Secretary of Defense and the Defense Base Closure and Realignment Commission, with respect to recommendations made in 1995 for the closure and realignment of military installations under such Act, to include recommendations for the termination and reduction of operations at military installations outside the United States.

Directs the: (1) Secretary to publish in the Federal Register and transmit to the appropriate congressional committees the interim and final criteria proposed to be used by the Department of Defense in making such recommendations; (2) Secretary to transmit final recommendations to the Commission; and (3) Commission to review and make changes, if necessary, to such recommendations and report its recommendations to the President.
