Establishes the Senate Select Committee on POW/MIA Affairs to receive, concurrently with other committees of the Senate with jurisdiction, all messages, petitions, memorials, and other matters relating to U.S. personnel unaccounted for from military conflicts.

Requires the Select Committee to make a final public report to the Senate on its investigation and study by December 31, 1992. Directs the Committee to conclude its business and close out its affairs after the submission of such report as expeditiously as possible.
